In a large saucepan, heat the olive oil. Add the onion, carrots, celery, garlic, and sausage. Cook until the sausage is browned. Stir in the tomatoes. Remove to dutch oven, oven safe cast iron cooking pot, or crock pot.
Season the stew meat with salt and pepper. Brown in the same saucepan used to cook the veggies and sausage. Remove to the other pot as well.
Deglaze the saucepan with the beer, scraping the edges. Add the stock, bay leaf, rosemary, chili powder, paprika, cumin, red pepper flakes, salt, and pepper. Bring to a simmer. Pour over meat and veggies.
If cooking in an oven safe pot, cook for 2 1/2 hours at 325 degrees F (170 degrees C). If using a crock pot, cook on low for 6-8 hours.
Prepare the maize meal or grits according to package directions. Stir in butter and cheese over low heat until melted.
Serve stew and juices over grits or pap.
